A company has applied for a permit to build a hot-mix asphalt plant on the corner of Broadway and Feed Mill Lane in the South Valley. Advocates say the neighborhood that would be home to the plant already endures its share of heavy industry, and the potential site is less than a half-mile from the Valle de Oro National Wildlife Refuge.

Hearings will begin in June or July, and a decision on the permit has to be made by Aug. 26.
